Dr. Raymond Liu is a Senior Advisor to TVM Capital Healthcare and serves as Group Director, Population Health Strategy & Change Management at the National University Health System (NUHS), Singapore. He is also Associate Professor of Radiology at the National University of Singapore and Assistant Professor of Radiology at Harvard Medical School.
At NUHS, Dr. Liu leads population health strategy, enterprise-wide capitation design, and change management initiatives supporting system-level healthcare transformation. His responsibilities include oversight of population health management programs covering more than 1.1 million individuals in Western Singapore, aligning value-based outcomes, performance indicators, and financial structures to balance cost efficiency with quality of care. In parallel, he serves as Senior Consultant in Interventional Radiology in the Department of Diagnostic Imaging at the National University Hospital, Singapore.
Previously, Dr. Liu was Vice President of Global Advisory at Mass General Brigham, where he led the system-wide international advisory services practice with responsibility for strategy, operations, and financial performance. In this role, he advised governments, healthcare systems, international institutions, and investors on large-scale health system transformation, value-based care, and sustainable healthcare delivery models.
Earlier in his career, Dr. Liu held leadership roles at Massachusetts General Hospital, including Associate Chair for Business Strategy and Analytics in the Department of Radiology, where he focused on system integration, operational efficiency, data analytics, and new business development. He began his career as a healthcare consultant with McKinsey & Company.
Dr. Liu currently serves as Chair of the Board of Trustees of the Boston Public Library and as Trustee of the Museum of Fine Arts, Boston. He is also a Fellow of the Society of Interventional Radiology, where he serves on the Board of Directors and previously held the roles of Treasurer and Chair of the Health Policy & Economics Division.
Dr. Liu graduated from Harvard College and Harvard Medical School. He completed dual residencies in Pediatrics and Diagnostic Radiology at NewYork-Presbyterian Hospital / Columbia University, followed by fellowship training in Interventional Radiology at Brigham and Women’s Hospital, including training at Boston Children’s Hospital.
